摘要
统筹推进“五位一体”总体布局、协调推进“四个全面”战略布局(“两个布局”),是党的十八大以来我们党在总结改革开放40多年成就经验基础上逐步提出的战略擘画。提出全面依法治国并将其纳入“四个全面”战略布局,是习近平法治思想的重大原创性贡献,是着眼于党和国家事业发展布局作出的重大战略抉择。全面依法治国与“两个布局”各方面都有着相互联系、相互促进、不可分割的内在关系。在新时代新征程上推进全面依法治国,在党和国家事业发展布局中突出法治保障工作,必须立足长远、着眼全局,更好发挥法治固根本、稳预期、利长远的保障作用。
The coordinated implementation of the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy(the Plan and the Strategy)is a strategic blueprint,which has gradually come into being by summing up our Party’s achievements and experience of reform and opening up for more than 40 years since the 18th National Congress of the Communist Party of China.The formulation of the overall law-based governance and its incorporation into the Four-Pronged Comprehensive Strategy are original contributions of Xi Jinping Thought on the Rule of Law,and are strategic choices with the bigger picture of future development of the Party and the nation as a whole.The overall law-based governance and the Plan and the Strategy are interrelated,mutually contributory and inseparable.To advance the overall law-based governance as we embark on a new journey and highlight the guarantee work of the rule of law in the layout of the development of the cause of the Party and the nation,we must take a long-term perspective and keep the overall picture in mind,and make better use of rule of law to ensure that it underpins the foundation,stabilizes expectations and delivers long-term benefits.
