摘要
粤港澳大湾区大学集群发展的前提条件是行动者网络的构建,基于“一国两制”跨境下的粤港澳大湾区大学群网络具有复杂社会网络的特征,从行动者网络理论的视域下阐释集群网络中“人类”与“非人类”行动者的网络关系及转译过程具有适切性。粤港澳大湾区大学集群网络建构中需要经过问题呈现、利益赋予、成员招募和组织动员等关键环节,针对集群网络建构中存在的问题,要求突出政府主管部门作为集群核心行动者的主导地位,把制定适合粤港澳的政策法规作为行动者“强制通行点”的关键,并充分发挥被漠视和边缘化的“非人类”行动者的重要作用。
The prerequisite for the development of university clusters in the Guangdong-Hong Kong-Macao Greater Bay Area(GBA)is to construct clustered networks.Under the cross-border principle of“One Country,Two Systems”,clustered networks of high-level university in the GBA exhibit cbaracteristics of complex social networks,which makes it applicable to draw on the actor network theory to illuminate the network relations and translation processes among“human”and“non-human”actors.Problematization,interestment,enrollment and mobilization were considered as four essential steps towards the construction of clustered networks of university in the GBA.For the purpose of constructing clustered networks of university in the GBA that meet all stakeholders'interests,this paper reflected on the existing problems during the construction process,and proposed that the government departments should hold a dominant position and act as the core actor of the clusters,who should enact polices and laws suitable for the development of the GBA higher education for actors to pass through the obligatory passage point.Moreover,it was also suggested that the advantages of those overlooked and marginalized“non-human”actors should be further capitalized.
