摘要
传染病的预防和控制是世界上最重要的公共卫生问题之一,特别是禽流感已经突破了物种屏障,感染了人类,甚至在一定程度上引起了流行。传染病的爆发威胁着越来越多的人的健康和越来越多经济的繁荣与稳定,但世界上只有不到20%的国家是可以预防的。因此,研究传染病的传播规律非常重要,特别是研究和认识动物的感染传播规律,对于新时期传染病的预警和控制具有重要的理论和现实意义,探讨传染病防治中存在的问题及对策,加强公共卫生能力建设,加强传染病的潜在传播,有利于传染病的防治。在传染病防治方面,要明确公共卫生管理的地位和职责,采取多种干预措施,积极预防和监测疫情,以提高公共管理干预疫情的效果,从根本上保障人民生命与财产安全。公共卫生管理在传染病预防中的应用,应当符合国家控制标准。需要注意的是传染源可能是自然发生的,也可能是人为的,实验室事故也可能是意外泄露的,对此,每个项目都要保证有具体的量化目标。
The prevention and control of infectious diseases is one of the most important public health issues in the world.In particular,avian influenza has broken through the species barrier,infected humans,and even caused epidemics to a certain extent.The outbreak of infectious diseases threatens the health of more and more people and the prosperity and stability of more and more economies,but less than 20%of countries in the world can be prevented.Therefore,it is very important to study the law of transmission of infectious diseases,especially to study and understand the law of transmission of animal infections,which has important theoretical and practical significance for the early warning and control of infectious diseases in the new period,and to explore the problems and countermeasures in the prevention and control of infectious diseases.Strengthening public health capacity building and strengthening the potential spread of infectious diseases are conducive to the prevention and treatment of infectious diseases.In terms of the prevention and control of infectious diseases,it is necessary to clarify the status and responsibilities of public health management,adopt a variety of intervention measures,and actively prevent and monitor the epidemic,so as to improve the effectiveness of public management intervention in the epidemic,and fundamentally protect the safety of people’s lives and property.The application of public health management in the prevention of infectious diseases shall comply with national control standards.It should be noted that the source of infectious diseases may occur naturally or artificially,and laboratory accidents may also be accidental leakage.For this,each project must ensure that there is a specific quantitative target.
