摘要
联合国教科文组织主张职业教育应具有"包容性",应维护社会全体成员拥有平等接受职业教育的权利,公平参与职业教育的机会,包容所有人的特殊需求与差异,以保证代际间的包容与可持续发展。在实践上,联合国教科文组织提出,要通过立法和制定政策、创造包容性学习环境、强化教师和教育管理者的包容意识和实践能力、增强职业教育适应性等,确保"包容性"职业教育理念的实践。
UNESCO claims that TVET should be inclusive.UNESCO’s idea of inclusive TVET proposes that TVET maintain the equal right and fair opportunity of all the members of society to access to technical and vocational education and training and allows for the special needs and variability of all to ensure the inclusive and sustainable development between different generations.In practice,UNESCO suggests to take the measures of putting the concept of inclusive TVET into practice by legislation and formulating policies,creating inclusive learning environment,improving teachers’inclusive consciousness and practical ability,and enhancing the relevance and adaptability of TVET.
