摘要
《巴黎协定》签订以来,应对气候变化已经成为全球共识。2020年,我国提出“力争2030年前二氧化碳排放达到峰值,2060年前实现碳中和”的宏伟目标,并将碳达峰碳中和纳入生态文明建设总体布局。作为我国碳交易试点的八大行业之一,民航可持续发展基础不牢、创新动力不足等问题突出,绿色低碳转型迫在眉睫。以能源结构低碳转型、系统设备提质增效、环境治理减污协同,市场化碳交易布局为重点,制定了碳中和实施路径和时间表,以全面推进绿色低碳转型升级,对民用机场高质量发展具有重要意义。
Since the signing of the Paris Agreement,tackling climate change has become a global consensus.In 2020,China proposed the grand goal of"striving to reach the peak of carbon emissions by 2030 and achieving carbon neutrality by 2060",and incorporated carbon peaking and carbon neutrality into the overall layout of ecological civilization construction.As one of the eight major industries of carbon trading pilot in China,civil aviation has a weak foundation for sustainable development,lack of innovation motivation and other problems.Green low-carbon transformation is imminent.Focusing on the low-carbon transformation of the energy utilization structure,the improvement of the quality and efficiency of the system equipment,the promotion of the synergy of environmental governance and pollution reduction and carbon reduction,the forward-looking layout of market-oriented carbon trading layout,the development of the implementation path and schedule of carbon neutrality,and the comprehensive promotion of the green low-carbon transformation and upgrading are of great significance to the high-quality development of civil airports.
