自欧洲一体化启动以来,英国国内一直存在一个精英群体即所谓“疑欧派”,他们怀疑英国加入一体化的价值。疑欧派曾是两大党内的极端派别,今天则成为保守党的主流。在疑欧派怀疑英国参与欧洲一体化进程的种种理由中,捍卫国家主权,而不是经济利益或其他,是他们最主要的诉求。虽然疑欧派对英国欧洲政策乃至英欧关系的影响十分有限,但疑欧派的存在意义重大。
Since the very beginning of the European integration, there has been a group of elites who doubt about the value of Britain's involvement in European integration in the UK. The so-called Eurosceptics were once the extremists in both the Labor and the Conservative, but now they have become the mainstream of the latter. This paper suggests that neither economic interest nor others, but defending sovereignty is the dominant one among the Eurosceptics' reasons for being skeptical of Britain's participation in European integration. Based on the analysis of the Conservative's two approaches of exerting influences on Britain' s European policies, it concludes that although the Eurosceptics' influence on British European policies and even on the relationship between Britain and Europe is limited, the presence of the Eurosceptics themselves is of great significance.
