This article believes that, (1)the Sino-US relations is not “a strategic partnership" as many Chinese scholars think about, because the 1997 frame of the Sino- US “constructive strategic partnership" does not position the current situation of the Sino- US relations but is a future expectation on the Sino-US relations, and it is not a description of objecitive situation but a result of subjective need; (2) the Sino- US relaitons is not “a strategic competitive relationship" as many American scholars think about. Although such a concept is not wrong to describe the charateristics of current Sino-US relaitons, G.W. Bush and others use it not only to position current Sino-US relaitons but more to set the tone on future Sino-US relations. The tendency of their policy is negative and not in line with the situation of current Sino- US relations. This article draws a conclusion that the Sino-US relations are a kind of “new strategic competitive relationship" between two different kinds of national powers in different developing periods in the new times, by comparing with the US- UK strategic competitive relationship in the end of last century and the US- USSR strategic competitive relationship in the cold war, and by combining with the characteristics of current times and the practical situaiton of the Sino- US relaitons.
