Sharing of scientific data can help scientific research to flourish and facilitate more widespread use of scientific data for the benefit of society.The Environmental and Ecological Science Data Center for West China...Sharing of scientific data can help scientific research to flourish and facilitate more widespread use of scientific data for the benefit of society.The Environmental and Ecological Science Data Center for West China(WestDC),sponsored by the National Natural Science Foundation of China(NSFC),aims to collect,manage,integrate,and disseminate environmental and ecological data from western China.It also aims to provide a long-term data service for multidisciplinary research within NSFC’s‘‘Environment and Ecology of West China Research Plan’’(NSFC West Plan).An integrated platform has been developed by the WestDC,and this has the function of data sharing,acting as a knowledge repository.Major data sets developed by the WestDC include basic geographic data,the regionalization of global data set for China,scientific data for cold and arid regions in China,scientific data for the cryosphere in countries that neighbor China,data relating to the inland river basins in northwestern China,and data submitted by the NSFC West Plan projects.In compliance with the‘‘full and open’’data sharing policy,most data in the WestDC can be accessed online.Highlights include detailed data documentation,the integration of data with bibliographic knowledge,data publishing,and data reference.展开更多

The sharing of telecommunications infrastructure and power supply equipment is currently an applicable and very common model for grouping signal transmission and reception equipment and their power supply on the same ...The sharing of telecommunications infrastructure and power supply equipment is currently an applicable and very common model for grouping signal transmission and reception equipment and their power supply on the same site to ensure coverage of fixed, mobile, Internet and radio and television broadcasting networks. This study consists of producing an inventory of telecommunications and energy infrastructure sharing, focusing on the one hand on analyzing the impacts of active and passive sharing of telecommunications infrastructure from a technical point of view, particularly in terms of legal framework, deployment, coverage and exposure to electromagnetic radiation, and on the other hand on identifying the effects of infrastructure sharing from a socio-economic point of view in a multi-operator mobile telephony environment, by indicating the economic value of the revenue generated as a result of infrastructure sharing. Finally, the results will contribute to identify strategies for ensuring maximum deployment and coverage of the country, and for developing the information and communication technologies (ICT) sector in order to contribute to the digital transformation by digitising services using mobile telephony and the Internet in Burundi.展开更多

The development of efficacious IT infrastructure capability enhances business performance and brings sustainable competitive advantage. This study analyzed the IT infrastructure capability in a holistic way and then presented a concept model of IT capability. IT infrastructure capability was categorized into sharing capability, service capability, and flexibility. This study then empirically tested the model using a set of survey data collected from 145 firms. Three factors emerge from the factor analysis as IT flexibility, IT service capability, and IT sharing capability, which agree with those in the conceptual model built in this study.展开更多
Based on various experiences in developing Geodata Infrastructures(GDIs)for scientific applications,this article proposes the concept of a Scientific GDI that can be used by scientists in environmental and earth scien...Based on various experiences in developing Geodata Infrastructures(GDIs)for scientific applications,this article proposes the concept of a Scientific GDI that can be used by scientists in environmental and earth sciences to share and disseminate their research results and related analysis methods.Scientific GDI is understood as an approach to tackle the science case in Digital Earth and to further enhance e-science for environmental research.Creating Scientific GDI to support the research community in efficiently exchanging data and methods related to the various scientific disciplines forming the basis of environmental studies poses numerous challenges on today’s GDI developments.The paper summarizes requirements and recommendations on the publication of scientific geospatial data and on functionalities to be provided in Scientific GDI.Best practices and open issues for governance and policies of a Scientific GDI are discussed and are concluded by deriving a research agenda for the next decade.展开更多
