摘要
智慧城市是运用物联网等新一代信息技术，促进城市要素和产业融合发展的新理念和新模式，地下综合管廊作为消除“马路拉链”现象、提高城市承载力的有效形式，是智慧城市建设中重要的组成部分。地下综合管廊具有的管线入地、实时监控、维护方便、扩容便捷等优势，是实现城市可持续发展的建设趋势，也是城市信息化管理的优质载体。为了全面了解近年来国家推动地下综合管廊建设的发展脉络，研究适合国情的建设决策依据，本文从智慧城市与综合管廊的联结关系、管廊建设的制约因素、国家政策的发展脉络与动向、管廊投融资要点等方面，探讨了地下综合管廊作为国家基建投资重要对象的形成过程，研究结果有助于了解地下综合管廊对国家经济发展的窗口作用和带动意义。
Wisdom city is the use of things such as a new generation of information technology,to promote new ideas and new models of urban elements and industrial integration development,underground pipeline gallery as an effective form of eliminating the “road zipper”phenomenon and enhancing urban capacity,is an important part of wisdom city construction. Underground pipeline gallery has many advantages such as a pipeline into the ground,real-time monitoring,easy mainte-nance,and convenience of expansion,which achieves the trend of sustainable development of urban construction and with high-quality support to achieve urban information management.To fully understand the country in recent years to promote the development context of underground pipeline gallery building,and research conditions for the construction of decision making,this article discusses underground pipeline gallery formation process as an important object of national investment in infrastructure from the aspects of the coupling relationship between wisdom city and pipeline gallery,constraints of pipe-line gallery construction,the development of national policy context and trends,investment and financing points of pipeline gallery.The research results help to understand the window function and promotion significance of underground pipeline gallery for national economic development.
