摘要
当前,我国农业正处于加速转型的关键期,传统农业能否顺利实现向现代农业的历史性跨越,从根本上取决于农村土地经营权流转能否有序进。随着我国工业化、信息化、城镇化和农业现代化进程的加快,农村劳动力大量转移,农村土地经营权流转中仍然存在诸多亟待解决的问题,如何引导农村土地经营权有序流转,发展农业适度规模经营,意义重大。为此,笔者就农村土地经营权流转现状特点,并针对农村土地经营权流转中存在的主要问题,提出几点对策建议。
At present, China's agriculture is in a critical period of accelerated transformation, whether the traditional agriculture can successfully achieve a historic leap to modern agriculture, fundamentally depends on whether the transfer of rural land management rights can be carried out orderly. As China's industrialization, informatization, urbanization and agricultural modernization, a large number of rural labor transfer, there are still many problems to be solved in the rural land management rights transfer, how to guide the orderly transfer of rural land management rights, development of appropriate scale of agricultural operation is of great significance. For this reason, the author puts forward some countermeasures and suggestions on the current situation of the circulation of rural land management rights and the main problems existing in the circulation of rural land management rights.
