摘要
天津滨海新区自纳入国家发展战略后经济高速发展,但行政体制改革滞后于经济体制改革不得不进行一轮又一轮的行政管理体制改革。随着改革的深入新区政府与以天津开发区为代表的功能区在管理体制上的矛盾也更加突出,成为制约天津经济发展的重大因素。如何处理顺功能区与滨海新区、天津市之间的关系、如何找到一种既达到区政府统筹管理又不丧失功能区效率活力的关系模式显得尤为重要。
