天然气长输管道项目是关系人民福祉、与百姓生活息息相关的重大民生项目,作为基础的能源投资项目,其涉及公共安全、投资大、受地域因素影响较大、管道横跨的区域大,再加上各地政策不一,天然气长输管道建设项目的投资控制难度较大。而工程造价作为天然气长输管道项目的重要环节,能够预先对项目的可行性、投资、设计和施工所需要的成本进行预核算,有利于控制项目的建设成本,促进项目的稳定推进。因此,天然气长输管道建设项目的造价管理人员应当承担起工程造价的责任,及时把握项目的开展进度,从项目的决策、设计、开发到后期维护、保养实现全阶段的成本控制和管理工作,防止出现追加投资的现象。
