摘要
高等教育不仅是国家培养人才的重要战略,同时也是衡量国家发展水平和发展潜力的重要标志。随着国务院提出“推动一批高水平大学和学科进入世界一流行列或前列”的战略目标,加快一流大学和一流学科建设,已成为当前我国教育建设的重点内容,同时这也是建设中国特色社会主义,实现中华民族伟大复兴的重要建设措施和支撑力量。而建设“双一流”大学和学科,对于公共项目必须加强管理,特别要增强公共项目的预算约束力和透明度,从而基于项目建设单位与政府资源配置这两个层面,对“双一流”公共项目评价体系积极加强构建和完善,进而为深化“双一流”建设,加强“双一流”动态管理,做好基础保障。本文对基于受托责任的“双一流”公共项目评价体系构建与实证进行深入研究,立足实际提出科学合理的建议,为深化“双一流”高校和学科建设,优化“双一流”公共项目评价与管理,构建完善的绩效评价体系,发挥积极的作用。
Higher education is not only an important strategy for a country to cultivate talents, but also an im-portant indicator to measure the country’s development level and potential. With the strategic goal of “promoting a group of high-level universities and disciplines to enter the world’s top tier or fore-front” proposed by the State Council, accelerating the construction of first-class universities and dis-ciplines has become a key content of China’s current education construction. At the same time, this is also an important construction measure and supporting force for building socialism with Chinese characteristics and achieving the great rejuvenation of the Chinese nation. Through the construc-tion of “Double First Class” universities and disciplines, it is necessary to strengthen the manage-ment of public projects, especially to enhance the budget constraints and transparency of public projects. Therefore, based on the two levels of project construction units and government resource allocation, the evaluation system of “Double First Class” public projects should be actively strengthened and improved, in order to deepen the construction of “Double First Class”, strengthen the dynamic management of “Double First Class”, and provide basic guarantees. This article conducts indepth research on the construction and empirical analysis of the “Double First Class” public project evaluation system based on entrusted responsibility, and proposes scientific and reasonable suggestions based on reality. It plays a positive role in deepening the construction of “Double First Class” universities and disciplines, optimizing the evaluation and management of “Double First Class” public projects, and constructing a complete performance evaluation system.
