摘要
在百年未有之大变局的时代背景下,加大非常规油气资源的开发利用,尽快形成规模化、效益化,不断增强自主供给能力,建设清洁低碳的现代能源体系已成为我国能源发展与安全战略的重要举措。基于资源共享、风险共担、市场拓展和管理协同等多重优势的考虑,单一企业难以独立承担全部的页岩气勘探开发风险,所以选择合资合作的方式实现资源共享、风险共担和互利共赢,成为推动页岩气高效开发的关键路径。然而页岩气合资合作将会面临国家、地方政府、企业、居民等异质性主体造成的治理问题,因此本文以页岩气高效开发为落脚点,以页岩气合资合作治理为研究主线,首先对页岩气合资合作治理的必要性进行分析,然后构建页岩气合资合作治理模式并进行选择,最后提出优化治理的建议,为我国页岩气开发治理优化和页岩气高效开发提供参考和借鉴,以增强我国能源自主供给能力。In the context of the great changes that have not been seen in a century, increasing the development and utilization of unconventional oil and gas resources, forming scale and efficiency as soon as possible, continuously enhancing independent supply capabilities, and building a clean and low-carbon modern energy system have become important measures for my country’s energy development and security strategy. Based on the consideration of multiple advantages such as resource sharing, risk sharing, market expansion and management coordination, it is difficult for a single enterprise to independently bear all the risks of shale gas exploration and development.
