法治政府建设是全面依法治国的重要组成部分,也是全面依法治国进程中国家治理体系和治理能力现代化的主要承载体;法治政府的建设中,政府机构职能的健全与否是关系法治政府建设的重中之重,健全政府机构职能是法治政府建设的基本前提,是法治政府建设的本质要求,是推进法治政府建设的着力点,是法治政府建设的题中之义。在健全政府机构职能中应坚持党的领导,以确保法治政府建设的方向正确;继续深化行政机构的改革,优化政府组织结构,明确部职能,从而推进政府机构职能的优化协同高效;继续加强“放管服”改革,不断拓宽“放管服”改革纵深;继续优化法治化营商环境。政府机构职能体系建设是法治政府建设首要突破口,健全政府机构职能体系,事关法治政府建设进程。
