摘要
加强与优化县域科技资源配置模式,对于促进和完善国家及区域创新体系建设具有重要意义。文章以江苏省东海县为例,系统回顾了“十二?五”时期东海县科技工作,分析了县域科技工作存在的突出问题,提出了县域科技资源配置与优化策略,并提出具体保障机制。
Strengthening and optimizing the allocation model of county-level scientific and technological re-sources are of great significance for promotion and building both national and regional innovation system. This paper, by taking Donghai County of Jiangsu Province as example, reviewed the scien-tific and technological work in Donghai County during its Twelfth Five-Year Planning period, ana-lyzed the common problems existed at the county-level science and technology governance, pro-posed suggestions for and optimizing the system, and put forward specific safeguard mechanism.
