摘要
在我国,自然资源空间规划的快速发展中,将区域性整体规划、土地详细利用规划、地块方案的详细规划等多种空间详细规划融合形成统一的国土空间专项规划,实现“多规合一”一张图,是当前空间规划领域的重大方针。目的是解决国情监测数据与国土三调数据的整合所面对的国土空间元素中各种信息和数据源的存在、数据文件格式的不统一、基础数据来源有多种坐标系统的情况,难以系统地管理以及许多其他问题。本论文从整体出发,建立统一的数据基础,系统性地推进数据整合问题,详细地汇总国情监测测绘成果与国土三调测绘成果的数据整合问题。
In the steady development of spatial planning in China, the integration of main functional area planning, land use planning, urban-rural planning, and other spatial planning into a unified nation-al spatial planning to achieve “multi-planning integration” is currently a major decision in spatial planning. The purpose is to solve the problems faced by the integration of national monitoring data and national land survey data, such as the existence of various information and data sources in na-tional land spatial elements, inconsistent data file formats, multiple coordinate systems for basic data sources, difficulty in systematic management, and many other issues. This paper starts from the overall perspective, establishes a unified data foundation, systematically promotes data inte-gration issues, and summarizes the data integration problem of the national conditions monitoring surveying and mapping results and the third national land surveying and mapping results in detail.
