摘要
改革开放以来,我国综合国力得到提升。但长期GDP竞标赛导致地方政府更加关注经济增长,环境问题逐渐暴露。新时代为践行“两山理论”,必须要实现环境保护与经济发展互相协同,优化环境治理。作为地方环境治理的主导者,目前我国地方政府还存在生态环境保护意识不高、环境治理责任履行不到位、公民参与环境治理积极性不高等困境。基于地方政府生态环境治理存在的问题,提出从树立生态文明理念、提高地方政府环保部门的独立性、提高公民参与环境治理的积极性等层面加快建设生态文明。
Since the reform and opening up, my country’s comprehensive national strength has been im-proved. But the long-term GDP competition has caused local governments to pay more attention to economic growth, and environmental problems have gradually been exposed. In order to practice the “Two Mountains Theory” in the new era, it is necessary to realize the synergy between environmental protection and economic development, and optimize environmental governance. As the leader of local environmental governance, local governments in my country still have difficulties such as low awareness of ecological environmental protection, inadequate performance of environmental governance responsibilities, and low enthusiasm of citizens to participate in environmental governance. Based on the existing problems in the local government’s ecological environment governance, it is proposed to accelerate the construction of ecological civilization from the aspects of establishing the concept of ecological civilization, improving the independence of local government environmental protection departments, and improving the enthusiasm of citizens to participate in environmental governance.
