摘要
随着国家脱贫任务的圆满完成和全面建成小康社会目标的胜利实现,我国农村社会取得了历史性进步,但是另一方面城乡社会差距较大、农村社会发展相对落后、基层农村农民生活仍不富裕、社会整体生活满意度和幸福感差异较大的社会现状并没有得到彻底改变,贫富差距、城乡差距、区域性差距持续拉大所呈现出来的发展不平衡不充分问题依然严峻,城市化和现代化进程不断加快出现的一系列系统性农村社会问题尚待彻底解决,尤其中西部地区自然村落现状不容乐观,缺乏生机和活力,新时代新阶段农村社会面临的建设和发展任务依然艰巨。“农村社会治理”如同一本“药理书”,中国幅员辽阔国土上的大大小小的各个相对贫困落后农村仿佛一个个“寻医问诊”渴望健康重生的“病人”。全面振兴农村和完全建设新时代中国特色社会主义现代化农村,既不是一句单纯的口号,也不是具体的政策措施,而是一个一方面必须要从中国农村社会实际出发,通过建构系统的社会治理框架体系去达到的一个现实目标,另一方面只有通过建构起来的治理框架体系这一“房屋主体框架”,我们才能有逻辑的“布置内部陈列”,也才能有逻辑条理和合理秩序地增促社会治理效果和提升社会治理能力。如何应对当前中国现代化建设中农村社会治理这一重大考题,我们既要了解农村社会的实际,也要有科学可行的方式和手段,但是在科学的理论指导之下和具体的农村实际之上建构的中观意义上的农村社会治理框架体作为现实与目标之间的“阶梯”和“桥梁”将是更加重要的。本文将从社会建构论的视角探讨农村社会治理的框架体系之建构,为激活农村社会和农村社会治理协同提供理论参考。
As the national mission accomplished out of poverty and build a well-off society in an all-round way the victory of the target, rural society has made historic progress in China, but on the other hand, large social gap between urban and rural areas, rural social development are relatively backward, life is still not wealthy, the social grassroots rural farmers overall life satisfaction and well-being of different social status has not been completely changed, widening gap between rich and poor, urban and rural gap, regional gap presented by the unbalanced development of inadequate problem is still severe, the accelerating process of urbanization and modernization in a series of systemic is yet to be completely solve problems of the rural society, especially in the central and western regions natural villages present situation is not optimistic, lack of vigor and vitality, The construction and development of rural society in the new era and new stage are still arduous tasks. “Rural social governance” is like a “pharmacological book”. The relatively poor and backward rural areas in China’s vast territory, large and small, are like “patients” who “seek medical treatment” and yearn for healthy rebirth. The comprehensive revitalization of rural areas and the complete construction of socialist modernization of rural areas with Chinese characteristics in the new era are neither a simple slogan nor a specific policy measure, but a realistic goal that must be achieved through the construction of a systematic social governance framework based on China’s rural social reality on the one hand. On the other hand, only through the constructed governance framework system, which is the “main frame of the house”, can we logically “arrange the internal display” and enhance the effect and ability of social governance in a logical and reasonable order.
