摘要
党的十九届五中全会强调,实现“十四五”规划和2035年远景目标,必须坚持党的全面领导,充分调动一切积极因素,广泛团结一切可以团结的力量,形成推动发展的强大合力。这要求我们要坚持把基层党组织建设成为宣传党的主张、贯彻党的决定、领导基层治理、团结动员群众、推动改革发展的一线阵地,树立大抓基层的鲜明导向,不断提升基层党组织的战斗力。基层党组织是连接党和群众的最后一公里,是党的神经末梢,全面做好社区和乡村基层党组织建设任务是落实城市更新行动和实现乡村振兴的必要条件和基本保障。本文通过调研社区基层党组织和农村党组织建设实践,对当前社区及农村基层党组织建设实践路径进行归纳,尝试对仍存在的问题给予对策建议。
The Fifth Plenary Session of the 19th CPC Central Committee stressed that in order to achieve the 14th Five-Year Plan and the long-term goals for 2035, we must uphold the overall leadership of the Party, fully mobilize all positive factors, broadly unite all forces that can be united with, and form a strong synergy for promoting development. This requires that we continue to make community-level Party organizations the frontline of disseminating the Party’s propositions, implementing the Party’s decisions, leading community-level governance, rallying and mobilizing the people, and promoting reform and development. We should establish a clear vision of giving top priority to community-level Party organizations, and constantly enhance their combat effectiveness. Grass-roots Party organizations are the last kilometer connecting the Party and the masses, and the nerve endings of the Party. To do a good job in the construction of community-level Party organizations in rural areas is the necessary condition and basic guarantee for the implementation of urban renewal and rural revitalization. By investigating the practice of building community and rural Party organizations, this paper summarizes the current practice path of building community and rural grass-roots Party organizations, and tries to give countermeasures and suggestions to the problems still existing.
