摘要
文本系统梳理了我国积极应对人口老龄化战略的政策演进历程,从政策到法律法规、战略行动,再到国家战略的发展可分为三个阶段:概念提出、体系形成和战略实施。在党和国家老龄事业取得辉煌成就的同时,我国老龄工作的进一步推进还面临不少现实挑战,积极应对人口老龄化的战略理念有待深化、领域有待拓展、基础支撑体系有待完善。因此,深化积极应对人口老龄化战略认知、拓宽积极应对人口老龄化战略领域、完善积极应对人口老龄化的基础支撑体系是新发展阶段上推进国家老龄化工作,实施积极应对人口老龄化战略的题中应有之义。
The text systematically comprehends the policy evolution of China’s strategy for actively coping with population ageing, and the development from policy to laws and regulations, strategic actions, and then to the national strategy can be divided into three phases: conceptualisation, system formation, and strategy implementation. While the Party and the country have made brilliant achievements in the cause of aging, the further advancement of aging work in China is still facing a lot of practical challenges, and the strategic concept of actively coping with population aging needs to be deepened, the field needs to be expanded, and the basic support system needs to be improved. Therefore, deepening the strategic concept of positively coping with population ageing, broadening the field of positively coping with population ageing and improving the basic support system for positively coping with population ageing are the right and proper meaning of advancing the national work on ageing and implementing the strategy of positively coping with population ageing in the new stage of development.
