摘要
文章基于教育政策评估视角,通过2017年度中国综合社会调查(CGSS)数据分析的实证研究,以前后比较的教育政策评估方法,研究了高等教育规模扩张政策对城乡之间大学入学机会分布的新变化。结果表明,中国高等院校入学机会在城乡分配中的不平等现状依然存在,但教育扩张政策落实后,中国高等教育机会分配的城乡差异已明显减少;城市高等教育机遇不公平程度降低更多地体现在总量的变化,但在普通高校中,城市大学机会的不平等并没有明显的变化。在此基础上,通过对我国城市高等教育扩展政策实施效果的评价,为今后制定更有针对性的城市高等教育扩张政策提供依据。
Based on the perspective of education policy evaluation, this paper studies the effect of higher edu-cation scale expansion policy on the distribution of university enrollment opportunities between urban and rural areas through an empirical study of data analysis of the 2017 China General Social Survey (CGSS) and a comparison of education policy evaluation methods before and after. new changes. The results show that the unequal status quo of China’s higher education opportunity dis-tribution in urban and rural distribution still exists, but after the implementation of the education expansion policy, the urban-rural difference in China’s higher education opportunity distribution has been significantly reduced;the degree of inequality in urban higher education opportunities has decreased more. It is reflected in the change of the total amount, but in ordinary colleges and universities, the inequality of urban university opportunities has not changed significantly. On this basis, the evaluation of the implementation effect of my country’s urban higher education expan-sion policy provides a basis for formulating more targeted urban higher education expansion poli-cies in the future.
