摘要
探讨重大环境污染事故罪的主观要件问题,有助于司法人员在司法实践中正确认定重大环境污染事故罪的犯罪特点。重大环境污染事故罪的主观要件应是过失,且有必要采取"严格责任"来界定重大环境污染事故罪。
It benefits to judicial personnel get correct characteristic of crime of the great environmental pollution accidents during the judicial practice, by probing into the subjective essentials questions of the crime, which should be a fault. So it is necessary that the crime should be defined by 'strict responsibility'.
