摘要
针对严峻的煤矿安全形势,论述了建立起以预防为主、自我约束、持续改进为目的安全生产长效机制的必要性和紧迫性,以及建立煤矿安全生产长效机制应当遵循的原则,重点阐明了建立煤矿安全生产长效机制的9大构成要素。
To counter the severe safety situation in coal mines, this paper describes the necessity and urgency of establishing a long-effect mechanism for safe production aimed at putting prevention first, self-restriction and sustained improvement. The establishment of the long-effect mechanism for safe production in coal mines should follow the principle of'taking people as the foundation and placing quality first','scientific and realistic approach and careful management', normalization and effective control and'putting prevention first and sustained improvement'. The paper also expounds nine constitutional elements for the establishment of the long-effect mechanism for safe production in coal mines.
