摘要
反腐败,根本的对策,应从腐败的源头———权力过于集中,而又缺乏有效的制约机制入手,限制权力,防止权力膨胀;规范权力,防止权力滥用;约束权力,防止权力异化;从而形成掌权者不能腐败,难以腐败的社会氛围。
If we want to make to make a good job for ant anti-corruption , and the radical countermeasure lies in the origin of the corruption-we should start our work with the reason that the rights are over centralized and the rights are short of the effective restriction mechanism, we should restrict the rights; and avoid the expansion of rights; avoid abusing the rights; restraint the right; avoid the dissimilation of the rights; therefore, we can form the social atmosphere that the people in power can not corrupt and are difficult to corrupt.
