摘要
人性化管理和严格管理是监管工作中既相互独立,又相互作用的重要原则。人性化管理是指监狱人民警察在依法执行刑罚的过程中,以符合和满足人的合理需要为基础和出发点,以保障合法权益和培养健康人格为重要内容,以促进罪犯的改造为目标,使罪犯得到足够尊重和关怀的管理方式。强调人性化管理,并不排斥严格管理,相反必须在严格管理的基础上实行人性化管理,在处理二者之间的关系时,要坚持"严不过人"、"宽不过囚"的准则。
Humanized administration and strict administration are important principles not only mutually independent but mutually influential in administrative work. Humanized administration refers to the administrative form that during the process of prison police's enforcement of criminal penalty in accordance with law, takes fitting and satisfying people's reasonable needs as basis and starting point, takes ensuring legitimate interest and fostering healthy personality as vital contents, takes promoting the reform of criminals as objective and makes criminals optaine enough respect and concern. Strengthening humanized administration does not mean that we reject strict administration. On the contrary, we must administrate humanly on the basis of strict administration and insist in the criterions of treating prisoners as human being and administrate them as prisoners in dealing with the relationship of the two kinds of administration.
