摘要
通过对节电和负荷管理中存在的“回报差距”的讨论,说明电力需求侧确实存在着提高用电效率的潜力,而电力用户较难主动去进行提高用电效率的投资,从面说明推进电力需求侧管理是必要的,电价要正确反映边际成本也是重要的。
Through discussion about recompense gap existing in power conservatiOn and load management illustrate that DSM really has potential on improve power use rate. But power users are difficult to positively invest on improving power use rate. Then illustrate that implement DSM is necessary and electric charge should response marginal cost rightly that is also required.
