摘要
农村和农民问题是全面建设小康社会的重点和难点。减免农业税、增加农业投入和规范土地流转制度。
The most difficult and important point in Chinese construction of all-round well-off society lies in country. On the basis of analyzing the major problems Chinese farmers face, this paper brings forwards several measures such as lessening farmer's burden, increasing investment on farming, setting up criterion on soil- transfer rules and so on.
