摘要
三峡水库已经开始形成 ,位于水库腹心地段的小江支流库尾的开县 ,其消落带面积约占库区消落带总面积的 15 % ,而且三面包围新县城 ,情况极其特殊。本文在“变水害为水利”的思想指导下 ,主张“以水治害”、“以水兴利” ,以新县城周边地区的环境及其小江流域环境综合整治为对象 ,提出了在三峡库区小江库尾构建“库中库”
The Three-gorges reservoir has alerady begun to take shape. Kaixian locates in centre zone of the Three-gorges reservoir area and lies in Xiaojiang river's tail. Its disappearing and falling area accounts for 15%s of the whole area, and encloses the new county city from three sides. The situation is extremely special. This paper insists on the viewpoint that human is root, and insists that the economy and environment be laid equal stress on, advocates changing water damage into the water conservancy, stresses especially that the enviroment of the new county city and adjacent area be managed priorly.
