摘要
中小企业在中国经济发展中扮演着十分重要的作用,不仅可以促进经济发展、活跃市场、丰富产品和人们的生活,而且还有助于增强企业的竞争力。但是目前中小企业发展中电存在不少问题,包括从商业银行难以获得贷款、在资本市场难以直接融资、企业经营管理水平不高、政府对中小企业服务的效率较低等等。本文建议以多种手段促进中小企业发展,包括制定和完善有关法律法规、明确其应有的社会经济地位、建立主办银行制度、调整税率、创造融资工具、建立扶持中小企业出口的专门债券等等。
Small- and- medium- sized enterprises play an important role in Chinese economy, such as improving employment, cultivating economy and market, enriching products and people' s life and strengthening enterprise's competence. But there are many problems in the development of Small - and - medium - sized enterprise, such as difficulties in loan from commercial banks or financing from the stock market, low level in management, slow efficiency of government service, etc. The author suggests using various ways to improve Small - and - medium - sized enterprise, including stipulating and perfecting relevant laws and rules, clarifying their deserved social status, establishing main- bank system, adjusting tax rate, creating financing instrument and issuing special bond to support enterprise' s export business.
