摘要
1998～ 2 0 0 1年 ,从全国看 ,中国农村基础教育财政投入的地区差异已经呈现增加的趋势 ,从省以下的情况看 ,地区差异状况也一直在增加 ,且与地区经济发达程度密切相关。各级政府应予以充分重视 ,努力探讨完善省级和省以下地方政府间财政转移支付制度 ,逐渐平衡地方财力 ,通过投入总量的增加逐渐改善农村基础教育的财政投入地区差距状况。
From 1998 to 2001, the regional difference in financial support to basic education in rural areas of China was widening national wide. The regional difference within provinces was also widening and close linked to economic development level of that region. The governments of all levels should realize this, and actively discuss how to improve financial transfer payment system among inter-provincial and intra-provincial local governments to balance their financial resources gradually. They should try to narrow the difference by increasing overall financial support gradually.
