摘要
社区警务来源于20世纪70年代西方兴起的世界第四次警务革命的成果,是一项以预防为主,重在治本的警务发展战略,要求广泛发动公众参与,重视与社会各部门的协调与合作,充分利用社区资源,从而达到最大限度的预防犯罪和减少犯罪的发生,社区警务的核心和实质就是改善和密切警民关系。目前,社区警务已经成为一种国际趋势,是当今世界警务改革的基本方向。
Community police work resulted from the fourth worldwide police revolution in the 1970s. It is a police development strategy focused on prevention and permanent cure of crimes, and hence it encourages the public to engage in the work, values the coordination and cooperation among different organs, makes best use of community resources in order to prevent and reduce crimes. As a result,the essence of the community police work is to improve and close the relationship between the police and the community and it becomes a trend in the world police circle.
