摘要
矿业是国民经济的基础产业。矿业开发直接关系到国民经济全面和长远的发展,也与人民生活条件和生活质量的改善息息相关。矿产资源是一种特殊的资产,为国家所有。在我国市场经济体制建设的发展过程中,面对我国加入WTO后的新形势,如何加强这种资产管理,发挥市场配置矿产资源的作用,是一个值得探讨的问题。根据矿产资源的概念、我国矿产资源的特点、矿产资源分配情况和存在的问题,论述了矿产资源市场配置的目的、意义、方法、实现的途径。
Mining industry is the base industry of the national economy. The mining industry is directly concerned with the overall and long-term development of national economy. It is also closely concerned with the improvement of the living conditions and living quality of the people. Mineral resources is a special property, it is owned by nation. During the construction and development of the market economy in our country, facing to the new situation after joining WTO, how to strengthen the management of the property and bring the role of the market to collocate mineral resources into play is a problem worthy to be discussed. This paper expounds this problem from the concept, the characteristic and the distribution of mineral resources in our country as well as existent problem.
