摘要
地方主义是我国法治建设乃至国家建设中面临的一个不可回避的问题 ,学界多从现实利益及制度缺陷的方面分析了其原因 ,并从利益调整和制度建构的角度提出了对策。本文试图从历史的视野中找寻其在传统中的线索 ,使我们在获得了一种立足于现实的横向认识的基础上 ,再以立足于历史演进的纵向来认知地方主义。
The localism is an inevitable question in the process of building the rule of law and constructing the executive institute. The academic circle analyz es the reasons mainly from the factual interest or the defect of the system, and puts forward some proposals for the purpose of adjusting interest and the const ruction of the system. This paper intends to find out the clues in the history a nd tradition. It also draws a conclusion that the localism can be surveyed from the historical evolution.
