摘要
在经济体制改革的初期,地方政府扮演了制度供给者和需求者的角色,对经济体制改革作出了贡献。在经济体制转轨时期,地方政府既是经济调控的主体,又是经济利益的主体,其双重角色的矛盾与困惑,引发了价值取向的迷乱和行为的失范。深化政治经济体制改革,合理界定地方政府的地位,规范其价值取向和行为,必须转变地方政府的角色和进一步推动制度创新。
On the initial stage of economic system reform,local government acts the person who supplies system and demand,has made contribution to the economical system reform.In the transition period of economic system,local government is the subject not only economic adjust and control,but also economic benefits,the contradictions and puzzles of its double roles cause valuable orientation and the behavior involved and messy.Deepen the political and economical system reform,define the position of the local government rationally,standard its value orientation and behavior,will change roles of the local government and drive system innovation further.
