摘要
地方政府机构改革必须以政府职能转变为核心,进行一系列配套的内涵式改革:遵循能力、有效、合法三个限度的原则,完成政企、政社、政党分开的目标;完善改革配套措施,编制立法,以确保改革实施,变“全能政府”为有限权力政府,建立责任政府。
