由于轨道交通项目的非排他性与公共性 ,其效益具有外溢性和间接性 ,不仅体现在轨道交通项目微观经济效益本身 ,而且体现在巨大的外部宏观社会经济效益 ,对整个城市发展和社会进步具有举足轻重的作用。依据 2 0 0 0年交通统计资料 ,采用项目“有无对比法”思路 。
Because of its public characters, the benefit of urban rail transit is either spilled out or indirect, reflected not only in the internal microeconomics of the rail transit projects, but also in the external macroeconomics of the society. According to the statistics of traffic in 2000, this paper evaluates the social benefit of Shanghai UMT system and makes a qualitative analysis.
