摘要
公共技术采购在欧美发达国家被作为优秀的技术创新政策工具而得到广泛使用。本文考察了公共技术采购与一般政府采购的区别,根据不同标准划分了公共技术采购的类型,并通过北欧地区对热泵技术采购的案例分析了公共技术采购的运作原理,最后讨论了公共技术采购在技术创新中所起到的积极作用。
Public technology procurement (PTP) is widely used as an excel instrument of technology innovation policies in American and European advanced countries.The paper discusses the differences between PTP and general government procurement,and plots out types of PTP according to different criteria,and analyses its operating theory through a case study of heat pump's PTP in Nordic region.The active functions in technology innovation are concerned in the last part of the paper.
