摘要 由于长期形成的以城乡二元分割为基础的保障体制障碍 ,使上亿流动农民成为SARS攻击中十分脆弱的社会群体。政府以前所未有的举措扼制SARS向农村蔓延的事实说明 :流动使农民超越狭隘的私人性和地域性 ,第一次赋予其公共性社会身份。而政治平等的公民需要以社会平等的公共身份为支撑。为此 ,应该从平均民权的理念出发 ,改革传统的城乡二元分割体制 ,建立公民保障网络 ,特别是为农村提供基本的保障体系。 The security system in present China, which is based on the divorce of cities and rural areas, has long existed in China. This systematic barrier made millions of peasant migrants the weak social group when they were threatened by the SARS. Chinese governments adopted unprecedented measures to keep SARS from extension to the rural areas, It is the flow of peasant that makes society surmounted its traditional views on peasants, without looking at the peasants in a narrow way of individualism and separatism. In this process, peasants were endowed with public social status. However, political equality for citizens should be based on equal public stature in society. Therefore, according to the conception of equal citizen rights, the dual system of divorce of cities and rural areas should be reformed, and citizen security network should be established, among which it has special significance that basic security system is provided for rural areas.
