摘要
历史文化名城是文化的载体，传承着许多重要的信息。作者通过对云南历史文化名城的考察研究，提出了历史文化名城保护与发展的原则：历史文化名城的立法是首要的基础；科学规划是实施保护的前提；严格保护是永葆名城魅力的关键；发展利用是名城保护的出路。
:As a carrier of the culture, the famous historical and cultural cities impart important information. This paper is the achievement of the project undertaken by the writer, which is one of the social sciences planning programs of Yunnan province during the 10th five-year plan. By researching and studying on the famous historical and cultural cities of Yunnan province, the writer puts forward the principle in protecting and developing of famous historical and cultural cities. That is to taking legislation as the foundation, planning as the prerequisite, with the protection as the important part, and development is the opportunity.
