摘要
公安机关首先是政府的一个职能部门,兼具阶级统治和社会管理两个基本的职能。同时,公安机关也遵循“条块结合,以块为主”的领导管理体制,在组织地位的特殊性、职能作用的多重性、组织结构的复杂性、执法依据的多样性和警察文化的特殊性方面,具有不同于一般行政机关的特征。
Departments of public safety above all is a functional department of government,it has two elementary functions as class governing and society administration,specifically,it is charged with governmental security oi society management function; At the same time,they have the same leading management function,but department of public safety differ from commonly administration in the aspects ot organizational position particularity,multiplicity of functional action ,complexity of organizational framework ,diversity of law gist and particularity of policemen culture.
