摘要
引发农村干群矛盾的原因很多 ,但深层原因在于现行战略及现行乡镇管理体制以及政策的不完善。主要表现在 :不尽合理的现行发展战略使农村资金过度转移 ;现行乡镇管理体制不能适应市场经济发展的要求 ;某些现行政策不完善、不稳定侵害农民利益。
There are many reasons that cause contradiction between the cadres and the masses is village,but the essential one is that present strategy and township administrative system and policy is not perfect.Their main manifestination is that irrational developing strategy lets village funds overtransfer,and that township administrative system is not adjusted to the requirement of market economy,and that some policies that is not perfect,and stable are an agression upon farmers'benefits.
