摘要
政府社会性管制行为是政府为了维护社会公共利益、解决社会公共问题而进行的跨产业、全方位的管理和监督行为。随着市场经济发展和市民社会的兴起 ,传统的仅仅依靠社会性管制来解决社会公共问题的做法已经逐渐失效 ,社会公共管理实践中出现了一股以政府管制为基础 ,结合市场和社会力量的多元共治浪潮 ,而它的理论基础就是全球治理理论。这种包括政府社会性管制在内的多元共治模式必然以善治作为它的追求目标 ,从而更好地推动社会公共管理的发展。
The conduct of social government regulation belongs to a kind of extensively cross-frontier, administrative and supervisory behavior aiming at protecting public interests, settling social issues. With market economy developing, traditional doings of government regulation are failing gradually while synergetic governance of pluralism, which based on government regulation combined with market action and social settlement, are rising in public management. This mode pursuing good governance is rosily expected to accomplish public management.
