摘要
党的十六大召开,全面建设小康社会奋斗目标的提出,《民办教育促进法》的颁布,使中国民办高等教育获得了前所未有的发展动力和历史机遇。要更新思想观念、强化战略机遇意识、产业经营意识、特色办学意识;积极探索民办二级学院、政府资助的民办高校、教育集团、股份制办学、公办高校整体转制等办学模式,促进民办高等教育发展。
The call of the Party's 16th National Congress, the struggle aim of overall establishment of well-off society being advanced and the issue of <Law of Promoting Civilian-run Education>ave brought hitherto unknown developing opportunity to the Chinese Civilian-run education. It is necessary for the civilian-run education to renew its thinking ideas, strengthen its ideas about grasping strategic opportunity, running assets and running schools with its own feature, and it is necessary for it to investigate the models of civilian-run school such as the secondary institute, the civilian-run colleges and universities and the education groups supported by the government with capital; running schools with share holding system, etc; so as to promote civilian-run higher education.
