摘要
洪水资源化利用是发挥洪水资源特性,缓解水资源短缺,减少水旱灾害损失,实现水资源可持续开发利用的重要措施。针对海河流域自然地理、水系、暴雨洪水特性及现有防洪工程体系特点、水资源利用现状与问题,探讨了洪水资源安全利用的方向及潜力。
Flood resources utilization is an important measure to exert flood resources characteristic,lessen water resources shortage,reduce waterlog and drought losses,and actualize continuable development of water resources.Based on the characteristics of physical geography,water systems,storm flood of Haihe Watershed,the using flood-control engineering,and the problems in water resources utilization,some methods and potentials of flood resources safe utilization are discussed.
