摘要
目前我国耕地面积锐减,土地利用秩序混乱,这种情况令人担忧。现行农村土地发展权制度不均衡是造成这种状况的根本原因,并将导致其自身的变迁,只有优化现有农村土地发展权的配置结构,才能促进土地利用的可持续发展,从根本上维护农民利益。
At present,it is worried that the acreage of Chinese cultivated lands is reducing rapidly and the utilization order of land is confused. Unbalanced current rural land development right systems lead to these conditions and will bring about its own changes.We must optimize the allocation structure of rural land development right in order to promote the sustainable utilication of land and safeguard interests of the farmers fundamentally.
