摘要
党的“十六大”提出,进一步吸引外商直接投资,提高利用外资的质量和水平。文章首先论述了西部引进外资对改变当前资金短缺的现状、产业结构调整升级、扩大对外开放的重要意义,继而论述了国内国际形势为西部引进外资提供了有利条件。在此基础上论述了西部引进外资的四条对策,即坚持改变软环境与改变硬环境并举的方针、人力资源开发与人才战略、吸引跨国公司直接投资和充分发挥政府的引导职能。
The paper makes an analysis of significance of introducing foreign capitals to West China for improve the shortage of capital, reconstruction and improvement of industrial structure from other areas and enlarging the scale of opening to the outside. And it also discusses the favorable domestic and international conditions for introducing foreign capital to West China, then it proposes four measures for West China to introducing foreign capital.
