摘要
伴随着我国法治建设的进程,警察制度现代化的步伐也逐步加快,然而在新型警察制度构建与完善中出现了诸多问题。2012年的周克华案与2013年的山西男童被挖眼案的侦查工作在社会和网络中引起不小的质疑与争议就是一例,更凸显了侦查阶段公众知情权与侦查秘密原则的冲突。如何在法治理论指导下解决这一冲突,构建我国现代化的警察制度,并促进其科学发展成为亟待解决的问题。
Along with the development of the process of our rule of law,the improve of the modern police system also gradually speed up. But in the new police system many problems appeared with the improve progress. It is an example that the investigation work of Zhou Kehua case and shanxi boy gouged eye case in the society and the network caused a lot of doubt and controversy in recent years. It highlights the public's right to know the investigation phase conflict with the principle of secret investigation. So it becomes a problem to be solved that how to solve the conflict in the rule of law under the guidance of the theory,build the modern police system in our country,and promote the scientific development.
