摘要
目的了解天津市疾病预防控制体系信息化建设的现况,为落实疾病预防控制信息化建设"十三五"规划要求提供参考依据。方法设计疾病预防控制机构信息化建设调查表,对天津市疾病预防控制中心及18个区级疾病预防控制中心进行问卷调查,整理汇总分析。结果通过机构及人员情况、管理制度、终端设备、基础设施、网络平台、业务系统和信息安全等七方面综合分析,天津市从事疾病预防控制体系信息化建设管理人员约占疾病预防控制体系人员总数的2.9%;市区两级疾病预防控制机构均成立了的信息化工作和网络安全领导小组,建立了相应的运维管理制度;终端设备人均占有率:台式电脑0.97台、笔记本电脑0.21台和打印机为0.41;市级网络平台完善,内外网管理,区级网络平台基本满足业务工作的开展;天津市业务系统建设缺乏,仅个别区建立了办公自动化系统和实验室系统;天津市构建了疾病预防控制信息专网,市级开展了信息安全等级保护工作,区级没有开展信息安全等级保护工作。结论天津市疾病预防控制体系在信息化建设方面仍处于初级阶段,基础硬件设施虽有建设,但天津市疾病预防控制机构在信息化顶层设计、业务系统和信息安全特别是人才培养方面亟待加强。
[Objective]To investigate the status of information construction of disease control and prevention system in Tianjin,provide reference for implementing the requirements of the 13 th Five-Year Plan for the informatization of disease prevention and control.[Methods]The questionnaire on informatization construction of disease prevention and control institutions was designed,to perform a questionnaire survey among the Tianjin Centers for Disease Control and Prevention and 18 district-level centers for disease control and prevention,and the data were collected and analyzed.[Results]The study comprehensively analyzed from seven aspects of the personnel situation,management system,terminal equipment,infrastructure,network platform,operation system and information security. The number of people engaged in information management construction accounted for 2.9% of the personnel of the disease control system in our city. Computer information security teams and corresponding systems have been established at both the provincial and district levels. The terminal equipment desktops,notebooks and printers per capital share were 0.97,0.21 and 0.41,respectively. The municipal-level network platform was relatively complete,while the intranet and intranet management,and the district level basically met the requirements of the work. There was a lack of business system construction in the city,and only a few districts had established office automation system and laboratory system. A special network for disease prevention and control information had been established in the city,and the information security level protection work was carried out at the provincial level,while this work was not implemented at the district level.[Conclusion]The information construction of disease control and prevention system is still in the primary stage in Tianjin. The basic hardware facilities have been built,however,top-level design of information construction,operation system and information security,especially talent training,should be strengthened in
