食品安全社会共治下供应链质量协同特征与制度需求 被引量:24

A Unified Governance Regime for Food Safety:A Perspective of Supply Chain Quality Cooperation

摘要 本文聚焦于探讨社会共治体制下食品供应链质量协同与单一监管体制下的差异,并通过结果讨论提出相应的制度需求。在单一监管体制下,食品供应链主要采取三种方式来降低契约的不完备程度,一是建立可追溯体系,二是设计有效的组织形式,三是建立双边契约责任传递,由于对三者的协同缺乏需求,从而使各自的优势难以得到充分发挥,劣势无法得到有效弥补。在社会共治体制下,由于对三者的协同有迫切需求,因此,通过三者的协同形成混合治理,能够实现食品供应链质量的有效协同。具体而言,以纵向联合为代表的组织形式设计能降低可追溯体系的建设和协调成本,从而激励企业更主动地进行可追溯体系建设,而可追溯体系的建设又有助于促进企业进一步的纵向联合;可追溯体系和有效的组织形式设计能提升双边契约责任传递的可行性和威慑性,而双边契约责任传递又能激励企业进行可追溯体系建设和选择有效的组织形式设计。 Compared with other products,foods are more like a trust product that makes the level of information symmetry high and the completeness of contract low. To solve the problem of incomplete contract,we need to design a series of quality control mechanisms,and set ups a unified governance mechanism. Previous studies suggest three mechanisms to solve the incomplete contract,including building traceable systems,employing new organization deign such as vertical integration,and using liability-transferable contract. Our study shows that each mechanism has its own pros and cons in certain scenario. Organization design could help to reduce the coordination cost of traceable system while traceable system could alleviate the moral hazard induced by liability-transferable contract. Organization design and transferable contract improve supply chain quality cooperation via integration and specialization respectively,and finally form the unified governance regime. Our study also demonstrates that the separate usage of traceable system,organization design and transferable contract leads to malfunction of these governance mechanisms on food safety.
